[1] A figure such as 116 for Washington indicates that federal expenditures for Washington are 116% of the U.S. average (or, alternatively, 16% greater than the U.S. average). Conversely, the index figure of 98 for Idaho indicates that federal expenditures for Idaho are only 98% of the U.S. average.

[3] Among the larger programs included in this category are:
 
1988-1991: Social Security, Medicare, federal retirement benefits, supplemental security income (SSI), and food stamps.
1991: Also includes unemployment compensation.
[4] Defense contracts account for 69% (1988), 74% (1989), 72% (1990), or 67% (1991) of the total in this category for the U.S. as a whole.
